STATEMENT OF CANDIDATE

FOR COUNCILMEMBER

NAME: WILLIAM "BILL" SHINN

AGE: 60

OCCUPATION: RETIRED SHERIFF’S COMMANDER

A 45-year resident of Concord, I graduated from Mt. Diablo High School, and local colleges obtaining a Masters Degree in Public Administration.

Concord is the largest, most diverse city in the county, and future years will require continued strong leadership and decisionmaking.

After 29 years of County service, I have a broad level of governmental leadership experience. As Commander, I was responsible for the County’s $40 million Detention system, 400+ employees/volunteers, over 1700 inmates, and the security of Courts and Judges.

Other experience is labor representation of law enforcement, including negotiation of employee contracts, service on advisory committees for Police and Jail Standards and Training; and Trustee of the Contra Costa Employees Retirement System with assets of over $1 billion.

Currently, Chairman of the County Parole Commission; also representing Sheriff Rupf on the County Mental Health/Criminal Justice Policy Committee, State Board of Corrections, and assist in recruitment efforts

As Chairman of Concord’s Human Relations Commission, I work with City leaders, staff, and community groups, fostering understanding, tolerance of cultural diversity and accessibility. These efforts will continue.

Recognizing youth deserve a productive and fulfilling learning environment, I serve as committee Chairman sponsoring a golf tournament raising funds dollars for the Mt. Diablo High School Athletic Programs.

Public Safety is a primary purpose of government and our Nationally Accredited Police Department provides leadership, openness, and professional commitment. The Police Chief and representatives of law enforcement, social and health services have come together to proactively develop strategies addressing mental illness, homelessness, and substance abuse. My experience will enhance our Department’s efforts to continue this type of Community Oriented Policing.
